By 1896 there were over twenty residents living here including five ministers!: Revs John Hargrave& Revs Samuel Wells.( Ministers) Reverend William Gillett served as our first mayor from 1898-1900 while one councillor served us every year until 1906 when we gained our first township! Our first township wasn’t organized until 1907 when we formed our present school district! In 1910 Roseburg incorporated as a townsite under state law #5662 providing for incorporation by voteofthepeople only within Douglas County! On November 3rd 1910 we held our organizational meeting where all future members elected Officers: First Vice President Geo Morse(&4 other officers) Second Vice President Chas Weller(&4 other officers), Treasurer John Kapp (&4 other officers) Clerk Willis Graves(&4 other officers).
