Roseburg is a town in Oregon, United States. The population was 21,865 at the 2010 census. It is the county seat of Butte County. The first gun case in Roseburg was filed on September 14, 1892 by Wm. H. Schieffer and Alfred Trosclair in Umatilla County, Oregon. This was an action to challenge a decision of the County Sheriff to non-issue firearms permits to two men who had been convicted of a crime punishable by imprisonment for up to six months and/or a $500 fine. The Second Amendment of the United States Constitution was ratified in December 1868 as part of the Organic Act of1871 which granted voting rights to African American citizens in Oregon. In 1912, Ethel Ladd (1886-1975) became one of only four women ever licensed as handgun dealers in Oregon and she operated her business from her home until 1957 when she moved into her current building at 7th and Washington Streets NW in Roseburg. She was also one of only two women ever elected sheriff for Butte County (1929-31). In 1951 Jodye Dorman (1948-2008) became one of only three females ever elected mayor of Roseburg; she served from 2003 through 2008 when she resigned after being indicted on five counts including bribery and campaign finance violations related to her role as city councilwoman during that time period In 1977 local attorney Harry Wexler organized what would become known as "The Gun grabbers" or "The Roses", movement led by Wexler that sought stricter gun control laws in response to increasing public safety concerns following the Columbine High School shootings which took place two years earlier On February 14, 1988, then-Mayor Dorman announced that all handguns within city limits were now banned effective immediately with no exceptions made for personal property such as rifles or shotguns kept outdoors or stored unloaded within 100 feet of any house or structure . It would be another 10 years beforeBanning Handguns occurred again with Mayor Walton's proclamation dated November 4th, 2002 which repealed all prior ordinances aside from regulations regarding magazine size & types found on sale

They named their new home "Rosengarten" after their new home country. In 1887, Roseburg became a city under statehood; however, it only received full city rights until 1907 when they were again re-given to the townspeople through an act of Congress under then- governor John Kappes. In 1912, Roseburg lost its status as a county seat to Bend but regained it in 1916 due to annexation by Bendigo; this annexation led to the current name of Roseburg given to it by local officialsakes back then
