Sibley and named for Roseburg Township, Pennsylvania where his father had settled in 1857. The first post office was established in 1882 and the name of the town changed to Roseburg on July 1, 1886. In 1911, the town absorbed the City of Portland and became Roseburg proper again on January 1, 1912. In 1980, part of downtown Roseburg was annexed by Salem as Salem-Roseburg Airport became Salem-Roseberg International Airport which continues to be used today by both cities as their only commercial airport with scheduled passenger service. The first settler in what is now Douglas County arrived in 1836 when George Wright landed at Whatcom Island near present-day Bendigo and named it after his home state of Ohio – “Wright” meaning “place where I will build my cabin” – but because he could not find any white people willing to help him build a settlement he abandoned his claim within two years. By 1840 there were three settlements: Grass Valley (later renamed Happy Valley), Winchells Landing and Big Lakes; all around what is now western Douglas County but within east Clear Creek Indian Reservation boundaries (the reservation then stretched from east Clear Creek north along the Snake River). A party led by Captain David Shields reached Grass Valley early one morning on December 6, 1840 and found 7 men living among 9000 horses grazing ongrassy plateau above proposed community which they called Stocktonville; Shields reported that “he saw no Indians hereabouts though they are very numerous” apparently referring to Eastern Shoshone who lived near present day Tellico Dam west of Grass Valley at that time about southeast of Sheridan Reservoir northeast of Big Lakes junction with Snake River below Klamath Lake). dwellings were soon erected at these locations including Happy Valley (1841), Winchells Landing (1842) and Big Lakes (1843). During California Gold Rush days many prospectors stopped over at these sites before continuing their journey southward through Oregon into Nevada or Arizona Territory where gold could be found." In 1863 Ulysses S Grant ordered Major General Lew Wallace's column To cross country from Salmon Arm through Boise Pass into Idaho Territory via what is now eastern Oregon route 12 miles northwest of modern day Grants Pass looking for an open route across Enumclaw Mountain pass without encountering Native Americans friendly or unfriendly toward white settlers; this so called "Oregon Trail" traveled thru much today's southeastern Oregon In 1865 US Army Lt Colonel James Hutton & 5 other men discovered huge copper deposit near modern day Roseburg while scouting Anaconda Hills northeastof Albany Rivers junction with Columbia River
