Roseburg is a city in Douglas County, Oregon, United States. The population was 23,868 at the 2010 census. It is the county seat of Douglas County. The first Europeans to enter what is now Oregon were Quakers who arrived in 1825. In 1847 Congress passed the Topeka and Santa Fe Railway Act which created the Union Pacific Railroad and allowed for further westward expansion of the United States. This gave rise to the town of Roseburg being founded by businessman George Romney on November 15, 1847 as a railroad town on his ranch south of present-day Roseburg. The town rapidly grew and by 1860 had a population of 1,500 people. Population growth continued until 1880 when it peaked with 24,594 residents. After that decline it averaged 12,000 residents per year until 2000 when it reached 23,688 people according to the 2010 census count

Roseburg is a small town in Multnomah County, Oregon, United States. It lies on the banks of the Willamette River, about 25 miles (40 km) northeast of Portland and 50 miles (80 km) southwest of Salem. The population was 9,814 at the 2010 census, up from 8,624 at the 2000 census. The site of Roseburg was first settled by pioneers in 1859. The community was named for one of the local riverside villages inOregon Territory-Rosineburg. A post office was established at Roseburg in 1865, and remained in operation until it closed in 1907. In 1862–63 General Nathaniel Banks's army invaded Oregon and destroyed most of what remained of the Rosineberg Indian tribe. Some members of that tribe went west to live with their friends among the Klamath people before they were finally killed or driven out by federal troops under Ulysses S. Grant during his campaign against Native American Resistance movements known as "the Great Basin Campaign". In 1867 Rosineberg again came into conflict with government forces when they raided a ranch belonging to Upson & Ladd near present-day Eugene; this time not any individual Indians but wagonloads of them were killed or wounded as well as sets of guns and ammunition taken away withし
