Roseburg, Oregon was founded in 1898 by my great-grandparents, John and Emma (Rosen) Rice. Roseburg is located in theJackama Valley of southeastern Oregon on U.S. Route 20 east of the Willamette River. The town was named for a small Fraser Valley town in British Columbia that had been abandoned due to the gold rush there in 1859. The town site was platted by two brothers, George and Charles Norris, in 1871 as part of a large ranch land grant they received from Governor Cattleman Douglas. The first post office was established at Roseburg on October 15, 1872; it served until January 1, 1907. The first store opened at 7 South Main Street on December 2, 1893. At its peak population in 1910, Roseburg had a population of 431 residents and six stores. In 1916 the city annexation created new boundaries which included all of Jackama Valley except for portions of the towns of Ukiah and Hood River to the south and west respectively; these Towns were annexed into Portland on November 3, 1916 The Jackama Valley Agricultural Experiment Station operated from 1915 to 1940 with an primary mission being to provide research support for agriculture throughout southeastOregon During World War II most production within Roseburg took place within government sponsored agricultural projects such as cattle ranches and vegetable gardens while private industry produced munitions plants and other war related products . In 1949 when Oregon became a state Roseburg saw rapid growth with development taking place primarily along State Road 523 between Interstate 5 Bridge Ferry Rd./Hwy 97 entrance/Exit 13A & adjacent parts of unincorporated Cook County which spanned approximately 6 square miles including much residential & commercial activity near I-5 bridge over County Rd W After years of planning by city fathers local businesses formed what is now known as Roseburg Chamber Of Commerce Inc., organized under Chapter 11 (Zoning) Laws 1945-1948 after efforts were made by then City Manager Don Aiken
