On November 3, 1959, Redmond became a city after passage by the Oregon General Assembly providing for such action within 120 days following annexation by other municipalities which had already been established within that period without vote or approval from City Councilmember’s office or Mayoralty position; this provision being made to provide more stability within our community due to increasing population growth as well as instilling trust among our citizens as to their ability to share power with elected officials when necessary should problems arise. This action followed similar legislation granting cities charter status in 1958 through an act signed by Governor John Wickenheiser which provided for metropolitan areas throughout Multnomah County be chartered under certain conditions including having populations over 1 million people and no private businesses operating therein except those authorized by law; while City Hall continued to exist as an administrative entity with its own staff responsible for carrying out laws passed by City Councilmember’s Office & Mayoralty position; however all powers vested hereinat City Hall are subject to review & ultimate decision by either myself or acting mayor should any conflict occur between these elected officials & myself or Acting Mayor
