This move increased venality within the municipal government and led to two successive mayoral terms dominated by political machine candidates opposed to any growth or change outside what they saw as their own specific sphere of influence. However, following a citizens' initiative that proposed annexing Tualatin into Redmond in 1970 (the idea being that it would be easier for businesses to get tax breaks from both cities), Redmond re-opened its downtown during the late 1990s when City Manager Lisa Newmark took office; at this time there were over 20 businesses open inside the former major fire damage area which now forms part of Pioneer Square shopping mall across from Interstate 5
