After the war ended, however, rapid development led to large housing costs and a decline in real estate values throughout much of downtown Portland untilUMC began developing downtown areas into what is now called "Downtown loft corridors". In 1978, UMC merged with four other universities forming University Ventures Inc., which led to increased activity around Downtown Loft corridor businesses including several high-rise office buildings that were built near Pioneer Square by then-CEO Clark Kerr III while he served as CEO at UMC (now Columbia University). Downtown Loft corridors experienced another period of intense development starting around 2000 when City Hall moved from Fourth Street between Stark & Clay streets upriver into what is now known as State Building #1 after taking over land from Multnomah County for $1 million dollars (the building still stands today). This period saw several high-rise buildings such as Bank Tower come down or be renovated multiple times; but overall there has been very little change since this time inside or outside Downtown Loft corridor businesses
