In 1935, Portland, Oregon became the first city in the United States to pass a gun law that limited handguns to owners who could demonstrate a need for them. The ordinance also made it an unlawful practice to possess or transport any handgun without a license from the sheriff. The 1933 NRA Constitutional Convention passed a resolution supporting regulations on firearms and gun safety. Representative Don Moffitt of Portland introduced legislation at that convention providing for registration of handguns and for licensing of firearm dealers. The measure was seconded by Senator Harry Byrd of West Virginia and passed with only one vote against it (the lone dissenting vote came from Mayor Lew Rockwell). On July 15, 1934, residents approved a referendum banning possession of handguns within city limits. Gun ownership within the city limits was still restricted under this ordinance until 1945 when it was amended to allow residents to own pistols “for personal protection or hunting purposes only”. In 1946, Portland voters passed an ordinance regulating carry of firearms in the city limits (the original ordinance had only regulated storage and transportation). This amendment allowed citizens with permits to openly carry their weapons during specified hours outside of business hours. In 1949, another referendum resulted in passage of an amendment increasing theban on handgun possession from personal protection to hunting purposes only. Portland was founded in 1853 by Donation of Blood leader Hughells and his brother-in-law, James W. Osborn. The city became a destination for people from all over the United States because of its rich cultural and natural resources. In the late 1800s, Portland began to become known as "the City of Roses." In 1916, Portland experienced its first major flood when the Willamette River peaked at its highest point in 25 years. The floods caused extensive damage to both the city and its infrastructure, but they also helped give Portland's nickname of "The Emerald City" their current meaning. In 1937, the completion of the new Interstate 5 raised traffic congestion within downtownPortland so much that Mayor Sam Adams commissioned a study to find a way to reduce or eliminate it. The study found that reducing traffic would free up space inside downtown for other purposes such as retail and office development. In response to this report, Adams ordered the construction of two massive freeways – I-5 and Morrison Street – which has helped fuel Portland's growth since then.
