Oregon Territory was organized on February 14, 1854 under territorial governor James Klamath with land east of the Columbia River being put under federal jurisdiction and land west of it being put into a new territory named Multnomah County. On January 17, 1860 – four days before American Civil War began – Portland was incorporated as a town within Multnomah County when voters approved an act incorporating all but 1/3 of then unincorporated parts of Tillamook County south of Interstate 5 (the rest became part of Salem). In 1862 Congress passed legislation ceding ownership of alllishland to Vancouver Province in exchange for passage through Washington state to help Union troops blockade Confederate ports along the Pacific Coast during the American Civil War; however this didnt happen until 1865 when President Abraham Lincoln issued Order No 1365 giving exclusive Umpqua Valley Lands to Gold Rush settlers instead LEGISLATURE PASSES BILL TO EXTEND CITY LIMITS AND PROVIDE PUBLIC TRANSPORTATION
