The first white settlement in what is now Portland was founded by Captain James Ayrton near present day Pioneer Square on May 15, 1847 as part of his fur trade with the Russian Empire under Ivan Turgenev. Ayrton named his town at this location Fort George Vancouver after British Columbia’s founder—the first European settler in Canada—George Vancouver. It wasn't until 1851 that Congress granted land east of downtown for an educational district called “Oregon University” which included parts of today's Portland metropolitan area including much of Northeast Portland (now known as Old Town). In 1861, when Congress extended voting rights to black Americans through the Civil Rights Act (amended Section 2), Portland became one of several American cities to do so. From its earliest days as a small outpost along riverbanks against hostile Native Americans until it became an international center for industry and creativity following World War II –Portland had a rich history that shaped who we are today!
