Oregon’s history with firearms can be traced back to the early 1800s. One of the earliest firearms in Oregon was a .22 rifle owned by Captain Fenton, who had it shipped over from England. This firearm is still in use today and is considered one of the most popular airguns in the state. In 1887, Portland became an incorporated city, making it one of the first places in the United States to do so. The city ordinance that allowed for guns was passed following a heated debate over gun control. At that time, there were no national laws regulating firearms and so individual states had their own regulations governing how guns could be used within their borders. This lack of regulation led to many shootings and incidents that took place throughout the early years of Portland’s existence. In response to these events, City Council passed an ordinance allowing citizens to carry handguns without providing any justification or permit requirements. This ordinance quickly went into effect and saw a surge in handgun ownership withinPortland. The late 1800s also saw a resurgence in popularity for airguns as people began to find them more fun than traditional firearms. Due to this change in attitude, many businesses started selling airguns as well as ammunition for them. Airgun manufacturers began developing new designs and models which made them more popular among consumers, eventually leading to what is known today as “airgun culture” within Oregonians across all demographics. Throughout its history, Portland has seen some significant changes related to its role with regard to firearms: - In 1942, after World War II ended and Oregon became an independent state again, handgun possession was once again banned under state law; however this ban later changed when Congress amended Title IX of the Education Amendments of 1972 (the “National Firearms Act”) which made it legal for individuals aged eighteen or older (or anyone who could show government-issued identification) to possess any type of machine gun or grenade launcher without having first obtained a license from both local police departments and Attorney General approval – although only those possessing such weaponry were classed as “firearm dealers” under federal law at that time). This amendment also authorizes cities and counties within Oregon elected by referendum not subjectto federal Gun Control Acts - meaning that now even though Portland currently does not have any zoning restrictions on gun ownership whatsoever (!), each municipality retains total discretion on whether or not they will allow concealed handgun permits (and ammo sales) inside their limits). While previous bans on handguns remain in place statewide (although residents are now limited onlyto shotguns/shotguns with five rounds per magazine), Concealed Pistol License activity generally occurs openly rather than clandestinely amongst residents; thus showing just how out-of-touch State governments often become when it comes TO GUN CONTROL!
