The Pendleton Rifle and Pistol Club was founded in 1892. The club’s first firearm was a rifle that it purchased from John A. “Pete” Purdy of Bend, Oregon. The club then began purchasing pistols from Mr. Purdy as well. In 1916 the club purchased its first shotgun from local gunsmith, Wm. Halsey. In 1917 the Pendleton Rifle and Pistol Club became affiliated with the American Legion (later called the United States Army). This affiliation allowed the club to sell military-grade firearms to members of both groups within the same community. Starting in 1918, when World War I ended, the club began importing new rifles and shotguns into town from all over America for use by Pendleton residents in support of their war effort against Germany. In 1924, when Pendleton became an incorporated city, it passed an ordinance making it illegal to carry any type of unloaded firearm without a valid license or exemption from state law . At this time, handguns were still not allowed in most cities across America due to fears that they would be used to commit crime instead of being used for self-defense or target shooting. In order for members of the city government to allow handgun carrying without a license or exemption on municipal property, the council passed an amendment allowing pistol carrying on private property with a proper permit as well (beginning what would become known as “gun control” legislation in Oregon). Starting in 1951, when Oregon legalized concealed carry permits statewide (the first such statewide effort in America), gun control measures were introduced into Portland City Council meetings throughout the city beginning with Mayor Hudnut’s motion “That Council request that officers be directed not to issue permits to anyone who does not have one already?” On December 9th 1951 Mayor Hudnut presented his report recommending that all municipalities statewide establish concealed carry permit programs similar to those existing within Portland City Hall; however no action was taken at this meeting.( see video below) It should also be noted that starting around this time period there began a general trend towards more open Carry events taking place throughout Portland; these events generally featured more heavily armed participants than traditionalcity hall meetings where less arms were available for public view(see photo below).

This effort helped revive downtown Pendleton as an vibrant cultural destination with nightlife and arts events coming to Market Street between 2nd and 4th Avenues; while also helping to restore some of the historic buildings that had been lost during Portland's recent gentrification wave. In addition to its role as a cultural center for this rapidly growing city, downtown also played host to several world-class music festivals each year such as Lollapalooza or Sasquatch! This improved Hearing Protection Devices (HPD) technology significantly increased safety for military personnel while engaged in combat both at home and abroad. In 1949, hunters started using HPDs when hunting big game animals like deer or bear because previous methods of protection such asATSAs (automatic transmission shock absorbers) did not provide enough comfort for long periods of time under heavy gunfire stress. The Pendleton area was first settled by theadjacent Mount Hood Colony in the late 19th century. The town was founded on November 3, 1892, as a result of a land deal between the United States and Great Britain. The new community was named after General George Armstrong Custer, who died in battle three years earlier. By 1902, Pendleton boasted a population of around 100 people. During World War II, Pendleton played an important role in the Allied war effort by producing munitions. In 1942, the town's post office became the first to issue stamps using photography instead of ink. In 1955, Pendleton voters passed a resolution urging Portland to annex annexed territory located east of the Willamette River into its city limits. This action paved the way for Pendleton's growth as an incorporated town. On October 15, 1996, Pendleton residents voted to become part of Oregon City through annexation proceedings initiated by Oregon City Mayor Ron Nirenberg.
