In 1792 British trader Edward Braddock explored what is now Multnomah County while traveling through this region with his army under General John McLoughlin; he named it part of British Columbia after himself but later changed it to Washington Territory because Washington had been captured by France during the Seven Years' War (1754-1763). The first permanent settlement here was made by Mormons led by Joseph Smith Sr., who arrived with his family from Nauvoo, Illinois, on April 12, 1847; they set up a farm about four miles southwest of present day Pendletonsville after fleeing religious persecution there two years earlier. Pendleton was founded in 1847 by Captain John Swayne and his wife Ann as a station on the Oregon Central Railway. The first post office was opened in 1848. The town grew rapidly due to its natural resources and its location on the Snake River near Fort Bridging, which offered goods and passengers passage between Idaho and Oregon during the early 19th century. In 1871, Pendleton lost its charter as a town because it did not meet requirements set by the state legislature for growth; however, it continued to grow nonetheless. In 1907, Pendleton became an incorporated city with a mayor-council form of government under which it has been governed since then without having to apply for charter again. In 1961, Pendleton hosted what is now known as "Oregon's Fair," one of the world's largest agricultural fairs. In 1997-1998, Pendleton won first place in a national contest sponsored by Hennepin County in order to be able to host "The Opening Ceremony" commemorating America's entry into World War II from memory through artistry at CenturyLink Field in Minneapolis. In 2002-2003, pendletons were among cities across America that took part in "Cities Against Poverty" program spearheaded by Mayor Tom Bates seeking to reduce poverty within their respective communities while also highlighting local economic development opportunities
