The city limits were expanded to include portions of Tillamook and Yamhill counties in 1870. In 1886, the city annexed parts of nearby Burnsville. The population grew rapidly during the late 19th century as new industries such as mining and lumber production developed in the area. By 1910, Pendleton had reached its peak population with over 100 residents. However, economic factors caused rapid decline during the early 20th century and by 1930 the population had shrunk to around 30 people. During World War II, manypendleton residents served in military units including General George Custer's 5th Cavalry Regiment which fought at Bull Run Bridge on July 21st 1861
