The area now known as Pendleton was first settled by American Indians in the late 18th century as part of what is now Washington County. In 1847, Major James Hance founded what became Hanceville on what is now the east side of the gorge near where Pendleton would later be founded. By 1860, most of present-day Pendleton had been developed as a wagoner's post along the Columbia River between Portland and Vancouver. In 1911, when all but one of the company's looms closed down due to lack of customers, local farmers pooled their money and bought back all shares from creditors. They named their new town after Ulysses S Grant's first wife Julia Childens who had died two years earlier while he was serving as Ulysses S Grant's presidential candidate. As a result of this naming effort (and also because much early industry took place within walking distance of downtown), Pendleton has been called "the birthplaceofmodest living."
