Pendleton, Oregon is a small town located in the Willamette Valley of Oregon. It was founded in 1882 by cattle operators who named it after the Pendleton Woolen Mills which were then in nearby Scappoose. The town soon became an agricultural center and until the early 1920s had a population of just under 1,000 people. In that decade, however, Pendleton began to experience rapid growth due to its location at the junction of two important railway lines. The arrival of these lines led to a dramatic increase in traffic and accordingly, jobs opened up for farmers and others who grew crops on behalf of railroad commuters. This prosperity led to a rise in crime rates as criminals looking for easy money took advantage of Pendleton's lax policing policies. By the late 1920s, Pendleton had become one of the most crime-ridden towns in Oregon and was known for its high levels of violence, poverty and addiction. In 1933, when President Franklin D. Roosevelt announced his plan to improve gun control laws following the shooting deaths of 20 children at Sandy Hook Elementary School in Connecticut, Pendleton became one of the first communities in America to respond with protests. Gun mag owners throughout Oregon responded by stocking up on guns and preparing for what they thought would be an unfavorable reaction from government officials. What they didn't know was that Roosevelt's regulation would only reduce sales by 2 percent and would not have any significant impact on crime rates or public safety.
