In 1913, Pendleton-Arraignment had a population of 2300 people living in 333 bungalows strung along Main Street between Arraignment Road and Crater Creek Boulevard. Additionally, there were 11 businesses including a bank (the first), two hotels (the first and second), six grocery stores (the first seven), three telegraph companies (the first four), two mills (the first two) and one lumber company (The Forester). On November 6th 1916 voters approved annexation by Salem following similar resolutions passed by both townships; this made Pendleton one of Oregon's 77 incorporated cities.[2] The city gradually lost its agricultural roots as more people moved into built up areas such as Portland or Eugene before World War II brought growth back to the area around downtown where old factories closed down again until they were replaced by new warehouses that house now several thousand residents within walking distance of each other on Dirk Burchardt Drive near Highway 10A/US 101B
