The first phase of "Oregon City 2020" was completed in late 2009;phase two began construction in fall 2013 and is scheduled to be completed by summer 2019;and phase three will include new housing developments and highway access enhancements near Interstate 5 along riverfront property east of downtown. Today's incarnation of "Oregon City 2020" emerged out of what could have been a much more difficult situation: For many years,Portland had outgrown Oregon City's capacity to accommodate growth while still providing quality public services; meanwhile, although some residents wantedTo see their city get back on its feet after several decades off the radar screen., few outside observers appreciated or cared about what was happening inside what had once been called "the best city in America". A turnaround plan called Plan B was put together by Skoll & Partners Architects with help from Portland State University planners; this involved revamping key aspects of both physical infrastructure (such as streetscape) as well as urban planning practices such as density control so that more people could fit into smaller spaces while still enjoying all that Portland has to offer – including excellent shopping opportunities without sacrificing character or history
