However, by 1900 Oregon City's growth had come to a halt due to factors such as an increasing population density and lack of transportation options nearby. In 1911, Oregon City merged with neighboring Klickitat County to form Clackamas County . However, after World War II Oregon City experienced an increase in growth again due to new construction throughout the city center and on adjacent rural land.. In 1950, Oregon City ballot Measure 2 became law allowing for annexation into Multnomah County .
