Ontario was part of the Northwest Territory after the 1848 Oregon Treaty, and until 1861 it was within the United States. Ontario served as a terminus for steamboats traveling up the Klamath River before they were redirected to California. The first permanent settler in what is now Ontario was Nicholas-Jacques de la Salle who arrived in 1788. In 1827, John C. Fremont explored and mapped what is now northwestern Oregon. After his exploration, he named the area "Fremont County" in honor of him.
