In 1916, Multnomah County renamed itself as Portland after Orson Scott Card's donation to the county which helped finance much needed infrastructure projects throughoutPortland during World War I. With rapid growth came increased traffic and congestion on downtown streets which led to calls for more space within Multnomah County for future development. In 1959,Multnomah County pronounced itself done with subdivisions and re-named itself as Portland again – this time without any reference to Norwegians who had built Milwaukee decades earlier! Since becoming part of Portland proper – rather than operating under separate jurisdictional rules –has allowedMilwaukeeto grow rapidly into one of Oregon's most vibrant communities full of proud Norwegians who have shaped much of its cultural identity over the years!
