The area now known as Medford was a treaty settlement made up of Native American and European settlers. trader Juan de Fuca explored the region in 1792, and mapped out what is now Oregon. In 1824, U.S. Army lieutenant colonel George Custer was killed at the Battle of Little Bighorn by Sioux Indians while attacking their village. This event led to increased regulation on firearms in the United States, and led to some of the first gun safety laws in America. In 1881, gunman James Murtaugh shot dead four people at an exposition fair near Portland while hunting license holder Hilda Bridgwater was inside her wagon using her rifle for protection. This event helped spur local gun control measures in Oregon that would later be implemented statewide. In 1934, Medford became the first city in Oregon to pass a handgun registration law when it passed an ordinance requiring all residents over 21 years old to have a permit to own handguns not less than three rounds per month caliber or six rounds per year weight capacity type mags greater than .22lr. Medford is a town in the U.S. state of Oregon, located on the Willamette River. The population was 509 at the 2010 census, making it the smallest city in Oregon and one of the few communities without a charter from the Oregon Municipal League. The first permanent settler in Medford was David Williams, who arrived in 1847. He named his new town after John Medfield, an Englishman who had settled near Salem some years earlier. In 1860, Henry Aiken founded what became known as Aiken's Mill, which quickly became one of the largest businesses in town. Aiken also developed a large amount of farmland around Medford and built several churches and schools there. By 1870, Medford had become an important commercial center in Northwest Oregon—the result of its location at the confluence of two major rivers and its easy access to transportation both riverine and railroads. In 1892, Portland-based businessman Joseph Lummis bought much of what is now south central Oregon from Thomas Sitton for $620 million dollars ($ today). Included were parts of Medford—including most of present day west Medford—and portions of Tillamook County to the north and east (most notably Roseburg). At Lummis' insistence, all local streets were given unique namesakes that reflect his business acumen or political affiliation: Pioneer Road (Lummis Road), Civic Drive (Oregon Avenue), Park Place (Oregon Square), State Street (State Street NW), Bank Drive (First National Bank Building) and Lloyd Center Mall (now part of Macy's). Shortly before he died in 1927, Lummis bequeathed money to build a library at nearby Beaverton with eventual collection totaling over 100 million items including rare books and manuscripts dating back to America’s earliest days. Themed halls have been erected throughout downtown Portland honoring various donors including Lummis himself; Today’s Portland State University has its own building dedicated to him on campus across from Multnomah Falls park just east/outside MAX station.)

Since then there have been numerous amendments to this act including 1986's Brady Bill which abolished most restrictions on handgun ownership except for certain types of magazines that could hold more than 10 rounds per unit; 1994's Protection of Lawful Commerce in Arms Act (PLCAA), which extended background check requirements for all purchasers over age 21 regardless of gun type or ammunition purchase method; 1997's Feinstein Amendment limiting assault weapons sales and licensing required universal background checks; 2002's Gonzales Amendment expanding NFA ability to deal only in " sporting purposes ".
