La Grande is a town in Clackamas County, Oregon, United States. The population was 2,611 at the 2010 census. La Grande is part of the Portland metropolitan area. The town was founded by John C. Fremont in 1851 as a homestead on the west side of the Willamette River. For most of its history, La Grande was known as "Napa". In 1863, La Grande became part of the newly created Clackamas County and adopted its current name. In 1905, a dam was built across the Willamette River near present-day La Grande to create Lake Coeur d'Alene for irrigation purposes. The town began to grow rapidly around this time and development encroached on much of what is now La Grande Park. In 1916, voters passed an ordinance creating a public authority to manage lake resources and forming a board of directors to oversee affairs within the park. In 1942, during World War II, La Grande was one of several towns in Oregon designated as "safe zones" where civilians were not required to register with military authorities or leave their homes. This exemption allowed residents who needed to stay safe to do so without fear of being captured or targeted by the war effort. After World War II ended and Victory in Europe was announced, many American soldiers returned home from Germany and Italy and settled near Pacific Northwest towns such as Bend and Eugene before moving into larger communities further eastward after they were cleared for occupancy by government officials under wartime rationing policies that limited food production in specific areas%. Many units reported being stationed at Camp Coeur d'Alene which straddles both sides of Highway 97 between Oregon City and La Grande; some personnel remain there today as part of Veterans Memorial Park Unit 599 headquartered at 6390 Sallie Mae Drive outside Porterville OR 97822). In 1946-47 local government formed three committees: watershed study committee; water supply study committee; land use study committee which recommended annexation by la grande city (the city would be formed from all lands annexed northwest from downtown) . La Grande was founded in 1892 by Don Carlos Mena and his wife, Amelia. La Grande was the first post office in Oregon. The town grew rapidly due to its location on a railroad line and its natural resources such as coal, lumber, and water. In 1916, La Grande became the capital of Oregon.
