On December 12th 1824 President James Kline gave final approval to the act which created Umpqua County in eastern Oregon as part of Wallowa County in southwestern Idaho Territory which had been organized as part of Mexican territory after Californias purchase from Spain in 1848. Oregon became an American state on February 14th 1889 when it joined with Washington to form the United Statesof America following its victory in the Mexican-American War. The capital City was located at Salem until 1926 whenPortland became its new capital due to succession concerns between then-Governor John Meacham and then-President Theodore Roosevelt during their terms both officeholders were based in different states at that time within government circles Omaha becoming the new capital under Governor Clifford Semon from 1946 until 1959 due largely to federal financial assistance given during World War II while Salem continued serve as interim capitol until Portland took control following Semon’s death effective January 1st 1959 pursuant to provisions set out in ORS chapter 990 A about such things notwithstanding all prior or concurrent resolutions setting forth specific changes thereto or any conflict thereby arisen since passage thereof… By act ordaining Sunday September 2d [1926], Portland became our final capital effectiveJanuary 1st1959; La Grande having been closed by order thereon December 10th 1958

The first European to arrive in La Grande were two prospectors named John McLaughlin and James Weir. They started a farm on the site that now known as McMurtry Ranch in 1847. After a few years, they decided to move their business upriver to what is now Grants Pass because of the colder winters there. In 1849, explorer Captain George Vancouver came through La Grande on his way back from his explorations of the Columbia River region. He stop at the ranch and saw some plantations where Indian families lived with their herds of livestock and crops. He also saw some stores, churches, and homes built by white people for Indian citizens living off-reservation. This made Vancouver very interested in this area and he began looking for new land to explore further south with his expedition crew members later that year. In 1850, John McLaughlin married Sarah Morrow from Grants Pass and moved upriver to start a new life with her here in La Grande along with their three children: Mary Jane (1851-1937), Edwin (1853-1925),and Douglas (1856-1945). The family soon became quite popular here due to their gentle nature as well as their good soil farming practices which led them to become quite successful farmers over the years! In 1861, they had another child when Sarah gave birth to son Luther! There were also several other families who immigrated into La Grande during these years such as The Hertersons (from Michigan) who arrived around 1865; The Rankins who arrived around 1870;The Stamptons who arrived around 1880;The Burchers who arrived around 1890;Allison brothers from Illinois who came around 1900;Andersons from Minnesota who came about 1910;Andersen family from New Zealandwho came about 1920; all of whom had similar success starting farms here! This period of time was very prosperous for the town as it experienced large waves of immigrants coming into town seeking opportunity and growth! Some examples include: Drumm Brothers (Irish immigrants) arriving about 1870-1125 ;Walsh Bros.( Scottish immigrants) arriving about 1840-60 ;John Sayers( Englishman) arriving about 1830 ; Wm Haggerty( Welsh immigrant)=about 1860;; Augustus De Forest( Irish immigrant)=about 1840;; David Brewster( Canadian merchant=about 1840);John Lovering( Australian rancher=about 1840);George Stephenson( British sailor=abouts 1850 );William Cockerill( Englishman)=about 1850). By 1870 alone, LaGrande had over 350 residents including 100 merchants!!! These newcomers brought many change not only socially but also economically due to their skills & knowledge needed for these new communities! Many businesses mushroomed during this time such as: grocery stores/stores operated by native Americans like Mrs McClure’s store which became one of America’s leading commercial entities after opening its doors on December 11th 1870 ();Hodderty’s Hardware store which prospered until it closed circa 1940 ();Frisco Woolen mill c1900 (); Sisters bookstore open ca 1901 ();Oregon States Bank c1910(); JB Fenton feltnail salon opened ca 1910.; Harry Barnes saddlery opened ca 1911.; A&P department store 1886-. In addition, many schools were established during this time such as Mrs Morrow’s school c1900 (), High School 1904-, Presbyterian School 1905-, Catholic School 1906-. And finally…the current incarnation of Northwest College opened its doors in 1984!!!

La Grande soon became a thriving town, with businesses such as flour mills, lumber yards, and banks. In 1875, the city passed an ordinance establishing public education and taxing themselves to support it. The city also built a new jail and post office in 1875. In 1880, La Grande voters Passed a Charter providing for local government with mayor and four council members. The City of La Grande also passed ordinances regulating gambling, prostitution, and other social activities which continued until 1906 when all such laws were repealed by the State Legislature
