Keizer is a city in Multnomah County, Oregon, United States. The population was 11,827 at the 2010 census. It is the county seat of Multnomah County. The town was founded by John Keizer in 1847 as a farmstead on land donated by his father-in-law, James Irvine. In 1863, Keizer incorporated as a town under the name of "Portland." The first post office in Keizer was established on December 12, 1849. Portland had been founded two months earlier and already had an official post office. John Keizer served as the first postmaster for both towns until his death in 1853. He bequeathed his home and land to Multnomah County for use as the county seat of Multnomah County. The cornerstone for what would becomeKeizer's municipal building was laid on May 15, 1907 by Mayor J. Coughlin and Postmaster General Levi Hines. At its peak during World War II,Keiser employed more than 30% of all workers in Oregon's munitions industry; it produced 1 million rounds of ammunition alone! After the war ended in 1945, production stopped due to low demand from World War II veterans and later became a victim of government downsizing throughout Oregon throughout the 1970s and 1980sdue to budget cuts often made at state agencies includingMultnomah County governments which were then responsible for much of Oregon's local manufacturing capacity since these agencies derived their funding from taxes levied upon individuals within each community rather than through actual product or service sales generated within those communities themselves
