This land formed what is now known as Eastside Park; it would be used for agricultural purposes until 1920 when it was designated as part of thenew City of Portland boundary. In 1951, the city annexed what are now parts of West Springfield and East Eugene neighborhoods to form a new city limits; this annexation means that today's city has an area greater than that which once constituted its original boundaries. Today, Keiser is one of few U.S.-based cities with a population over 10 thousand residents who does not have its own metropolitan area or county government

In 1976–77, however; when Portland started planning its Comprehensive Plan for the region—a process that would result in many changes throughout the city—Keicer emerged as an important player on several key tracks: It helped develop an initial master plan for downtown; co-authored annexations for blocks east of SW Morrison Street; played a leading role in developing plans for new housing developments along NE 124th Avenue; and participated extensively in developing policies related to transportation and economic development withinPortland."
