During World War I, Portland was bombed by Japanese planes; however no damage was done to downtown Keizer because it sat high in a hillock shielded from aerial attack by buildings on either side of Main Street (now SW Morrison). In 1942, during World War II rice paddies along hatches nearKeizer formed into islands when a low tide flooded them due to unusual rainfall conditions; these islands remain to this day forming an excellent natural spawning ground for salmon In 1957, Jack Fenton donated land that forms much of eastern block 1 (between NE 21st Ave NW & NE First St) of Downtown Portland for use as an open space called Multnomah County Park with access from both streets - becoming one of only two cities in America to have this type of designation In 1990 Joe Simpson became Mayor after winning a close mayoral election against incumbent Don Burch When Multnomah County merged with Oregon State University to form university district #7 in November 1998, Mayor Simpson agreed to sell his ownership interest inMultnomah County Park so that university district #7 could fund improvements there such as new roads and sidewalks The city's first fire department was organized December 15th 1898 when three men from nearby Salem set up a pump station onCenter Street between Sumner Blvd & Jewell Rd
