The town experienced prosperity during World War II as troops arrived to fight in Europe. The war also generated economic growth as munitions were produced and sold here. Afterward, however, Keizer declined as manufacturing shifted to other cities in Oregon and elsewhere due to competition from cheaper labor abroad; the population averaged just under 10 per square mile between 2000 and 2007. In recent years, much effort has been made to revive downtownKeizer including restoring entire buildings which have been vacant for many years (e.g., Lakefront Theater).
