This process continued until 1911 when Winchester merged with Remington Corporation to form one giant company called Brownells Incorporated (BWI). Keizer is a city in Tillamook County, Oregon, United States. The population was 5,811 at the 2010 census. It is the county seat of Tillamook County. Oregon Route 97, which runs through Keizer and passes by the old millsite where Don Armstrong founded his business in 1905, is one of the primary economic corridors in the city. The Keizer-Portland International Airport is also located within Keizer limits. The first post office in town was established on December 12, 1873. Keizer originally consisted of a group of log cabins scattered around what is now downtown Keizer. The first physical structure built in town was a building called "The Cabin" which housed the local store and school from 1878 to 1886. A new courthouse was erected on Main Street between Constitution Avenue and Roosevelt Boulevard in 1888; it served as both the municipal court and jail until 1912 when it became known as the Probate Court Building . In 1910, a new civic center (later renamed City Hall) was erected on west side of Main Street between Monument Avenue and Railroad Avenue; it served as both county courthouse and library from 1911 to 1935. It replaced an earlier structure which had been destroyed by fire in 1907 . In addition to its role as county courthouse and library for Tillamook County for many years, City Hall also functioned as a meeting place for local government officials from Portland during early 20th century times when that city's growth met much resistance due to fears that rural residents would be displaced by Portland's growing population . After becoming an independent municipality under statehood in 1909 , Tillamook County acquired jurisdiction over all aspects of municipal government including land use while City Hall continued to be used as a public meeting place until 1935 ; thereafter it functionsed primarily as an museummuseum today. In 1942, World War II caused extensive damage to downtown Keizer including most notably severe flooding that occurred during late fallowsand winter months; however despite this damages only two businesses were lost with no injuries reported . Prior to 1945 , major reconstruction efforts were conducted throughout town with significant funding coming from Bennett & Co., Incorporated who donated $5 million towards projects such as water works replacement/updating (1946-1950), sewer line replacement (1948-1951), sidewalks (1945-1947), streetlights (1948) and parking garage construction (1945). Restoration work began just after World War II ended with help from donations raised by various citizens along with some private funds As part of postwar redevelopment efforts throughout Oregon , plans were made for Keizer to become "the brainchild" or "heartbeat"of any future urban development effort within its borders because its location - sandwiched between Portland proper on one side and Ashland on the other - placed it at once inside but also outsideOf traditional metropolitan areas then commonly found throughout Oregon A Master Plan for Downtown Development prepared by planners at Northwest Urban Services included recommendations for redevelopment targeting nearly 1 hectare north of current day downtown area bounded by State Road 97 eastbound on one side; Broadway southbound; Union Pacific Railroad tracks running parallel theretowestward about midway through Union Pacific right-of way eastbound about midway through property owned jointly by US Steel Company & Willamette River Waterfront Company east thereofabout two thirds thereofsouthwest corner thereofcontaining former flour mill site & associated buildings Owned formerlyby Mr Waddell Packinghouse Co./Cattle Packers National Association Allocation Study submitted August 1951 recommended annexation into Portland effective September 15 th However following public feedback received During ensuing monthlong hearing process numerous objections / protests resulted From citizens living near proposed annexation boundary due TO higher taxes levied upon their residences thereby limiting potential housing development possibilities thus leading final decision notto annex intoPortland

This law had a significant impact on Keizer because it allowed black people to work off their debt to white people. As a result of these Laws, many African Americans moved toKeizer and helped make this town one ofthe most diverse in its region. The town's rich history began with its incorporation as a city in 1905. At that time, Keizer was one ofthe largest towns in central Oregon and boasted over 100 businesses including stores, restaurants and nightlife venues. It was during this time thatKeiser emerged as a vibrant community full of culture, commerce and innovation- all hallmarksofa thriving business center at the forefront of cultural change.
