The first European settler in what is now Hillsboro was George Washington on his farm near present day Belmont Avenue and Highway 23 south of downtown on October 17, 1847. Washington's brother Moses also arrived later that year with his family from Virginia. The town name was chosen for its ridge of hills which reached up to 10 miles (16 km) wide and ran down to the Deschutes River at Saltonstall Creek east of town. On May 12, 1853 the first post office opened under the name "Hillsboro." In 1856 both sides of the river turned west to form a new county and by 1860 Hillsboro had become part of it. A millinery store started operations just north of town in 1861; it became known as Pacific Mills until 1922 when it merged with other mills into one company called American Weavers. Over time more businesses cropped up including an auto dealership and two banks before Prohibition forced them all out during prohibition years 1917-1921. By 1933 there were only three stores left open in town – two blacksmiths and one grocery store – but they were all closed by 1936 when Interstate 5 was built through the area bypassing Hillsboro altogether leaving it essentially an agricultural center with few services other than agriculture or retail sales until recent times when there has been steady growth in professional services such as law enforcement and health care services which have led to increased job creation in Hillsboro over time

The town's economy changed dramatically when Interstate 5 was constructed through Multnomah County and Interstate 84 bypassed it; development around the new freeway caused much destruction to homes and businesses close to I-5 and I-84. In response to this development, leaders of Hillsboro formed a business nucleus that spearheaded community revitalization efforts beginning in the early 1990s which continue today with initiatives such as Art Walk, Harvest Festivals, music festivals (including Sasquatch!, Bonnaroo! & others), various arts & crafts shows throughout the year, shopping malls along I-5 near downtown Portland (the largest being Hillsborough Mall), public art projects such as Pico Rivera Plaza on NE 4th Avenue between SW Morrison Road and SE Wegener Boulevard complete with murals by renowned Portland painters such as David Stone Martin or Sonya Noguchi, etc., etc.). Today there are over 50 different business districts within 10 blocks or less of each other located around downtown including: Pioneer Square/Downtown/Fremont/Everett Park/Willamette Heights/Queen Anne/Old Town Chinatown/Newtown Center District/. . .
Hillsboro was founded in 1847 by the Donation Land Commission. The town originally grew up on a bluff overlooking the Willamette River, and its early growth was aided by its location on the main road between Portland and Seattle. A post office was established in 1849, and by 1861 Hillsboro had a population of about 100 people. In 1865, Hillsboro became part of Portland when that city was created from the western parts of Multnomah County.
