During that time, Hillsboro also developed significant transportation capabilities due to its location close to points of supply for munitions factories and other war-related businesses. In 1951, after years of discussion among elected officials and citizens regarding plans for senior living services or any development within town limits adjacent to Interstate 5 (I-5), voters passed a referendum authorizing city government to develop land within town limits adjoining I-5 for such purposes if those plans were approved by an additional vote at an upcoming election. In recent years, Hillsboro has seen strong growth as a result of its location near Interstate 5 and its ties to suburban areas in Clackamas County via public transportation options such as MAX light rail or buses service into downtown Portland; as well as its status as an agricultural center with major production facilities located nearby both inside and outside Town Limits
The first white settlers in Hillsboro came from England in the late 18th century. They were looking for a new land to farm and grow crops, and they found a perfect spot when they discovered the high ground that forms the eastern border of Portland. The first Europeans to live in Hillsboro were some of the original farmers who founded the town. They started out by farming what is now known as central hillsborough Township. In 1872, they sold their interest in the township to make way for a new town called Hillsboro. The name was chosen because it was thought that it would be good for people to call themselves “Hillsboroughers” instead of “Portlanders” because they were so close to each other. The first houses in Hillsboro were built around 1870-1871. The townsite had been surveyed by Captain John McLaughlin, one of the founders of Portland, and he named it after his friend, Sir George Hill (1753-1824), who had helped him purchase land in North America. By 1875, there were more than 100 residents living in Hillsboro. It wasn’t until 1915 that Highway 97 was created which made it easy for people to get around town and brought much needed business and jobs into town. After World War II ended, mills closed down throughout Oregon and Hillsboro continued to grow with its many businesses until 1971 when it lost its status as an incorporated municipality due to population decline alone.
