Happy Valley is located in the Oregon Country, and has been inhabited by Native Americans for over three hundred years. The first Europeans to visit Happy Valley were Explorers John C. Frémont and James K. Polk in 1842. They were looking for a route to the Pacific Ocean, and saw a small community of Indians on the banks of the Willamette River. In 1847, Captain David Blackmore explored Happy Valley and recommended that it be named after him because he had seen many happy valley people fishing there. The first gunsmith in Happy Valley was George Wittenkamp. He built his shop on Main Street in 1865. Gunsmiths were very important during the 1800s because they repaired firearms and made them into different types of weapons. One of Wittenkamp's famous creations was the "Winchester rifle." The rifle was designed to shoot arrows instead of bullets, which made it much more effective than other rifles at that time. It also had a long barrel, which made it easy to carry around with you when you needed to use your firearm safely. In 1906, a group of men from Portland called themselves The 3 Musketeers became interested in acquiring an arsenal for their militia organization. They found out about Happy Valley'sGunsmithy and decided to start purchasing guns there instead of going to other stores downtown. In February 2016, City Council approved plans that would see Happy Valley annexed intoPortland proper as part of a larger effort to improve infrastructure within the city limits south of Interstate 5 along Burnside Street between Clinton Avenue and Stark Street. This annexation is opposed by some who argue that annexation would fragment Happy Valley's community spirit while giving Portland more control over street names and resources within their boundaries
