Happy Valley, Oregon is a city in the U.S. state of Oregon and the county seat of Benton County. The population was 14,362 at the 2010 census. Happy Valley was founded as a small town in 1885 by American gold miner George Hildebrandt and his wife Anna.[1][2] The name "Happy Valley" is derived from the local word for "happy valley," Happy Jack and other mining references throughout the years were also given to the community to make it more fun-loving and friendly than other towns nearby. In 1907, Happy Valley became part of Portland after its incorporation as a city.[3] In 1945, when Oregon became an independent country, Happy Valley became part of what was then called China City. After World War II ended, many Chinese people in Oregon lost their jobs because of new regulations placed on immigration from China;[4] this led to some tension and possible conflict between Happy Valley's Chinese residents and Portland's Japanese residents over who should be counted as part of each group's history. No definitive resolution has been made though both groups maintain strong relationships with one another today. According to the 2010 United States Census,[5] 14,362 people lived in Happy Valley including 579 households (14% of all occupied housing units).[6] The racial makeup of the community was 84% White mainline Protestant,[7][8] 6% Black or African American,[9][10][11][12], 2% Native American,[13][14], 1% Asian Pacific Islander,[15], 0% Pacific Islander,[16][17],[18], 3%, Two or More Races (of any race), 1%, unknown (0%)
Happy Valley, Oregon is a small town located in the Willamette Valley of Oregon. The population was 3,821 at the 2010 census and it is the most populous community in Clackamas County. It is part of the Portland metropolitan area. The name "Happy Valley" comes from two different sources: one from 1851 which was derived from "happy valley," meaning a valley that slopes gently down to a river below, and another from 1883 when the first post office opened in Happy Valley. The name stuck and today's residents call themselves "Happy Vales." The community was founded in 1884 by John Hallett who platted what is now Happy Valley on land that he had purchased east of where he also lived at Rockspring Landing. He named his settlement after his daughter Emily or Eliza Hallett. In 1886, homesteaders James Trimble and Daniel McKay built their first house near present-day Happy Valley High School. In 1905, Happy Valley became part of Clackamas County when it was organized out of parts of Multnomah County. By 1920, 320 homes had been built in Happy Valley with an enrollment of 780 people; this number increased to 1,040 by 1930 when school began offering vocational training for local farmers. In 1945, following World War IIoccupationandthedropoffofthepopulationinthedevelopment saddled with high costs associated with war materiel shortages and postwar growth pressures, Mayor Harry Crouch enacted legislation establishing a housing authority to provide low cost housing for postwar veterans and their families as well as city workers displaced during the war years. On June 12th 1949 (the day after General Douglas MacArthur came to town), Mayor Crouch gave a speech announcing that construction would start on what would become known as Friendship Village which would be bounded by Southeast 5th Avenue on the north side, Northeast 10th Avenue on the south side and Umatilla Boulevard on the east side; all other properties within boundaries proposed for annexation into Friendship Village were given tentative approval until amended plans could be prepared showing more extensive development within those boundaries including streetscape improvements necessary for compatibility withhousing needsbeingpresentinFriendshipVillageontheacclaimoftHEALTHYVALLEY neighborhood corneringNEIGHBORHOOD ROAD just southwest ofSEPTEMBER FOURTH AVENUE). On July 15th 1949 - less than two months after completionofinitialplanning--FriendshipVillagewascompletedwithoveronehundredapartmentsandaninteriorroadgrid layoutcoveringanareaof sixteen thousand square feet (1 acre). This ambitious project represented significant advancements forwardforClackamasCountyandmarkedthebeginningofa new era characterized by increasing suburbanization throughout much of southern Oregon while hugging Interstate 5 paralleling its eastern border
