Happy Valley is a small town located in Polk County, Oregon, United States. The population of Happy Valley was 511 at the 2000 census. The name comes from the scenic view of Mount Hood and the valleys below it. In 1892, two brothers, Tom and Harry Palmer, started the Palmer Shooting Club in Happy Valley to promote shooting in the area. The club continued to function until 1945 when World War II interrupted gun ownership in the area. Gun target history in Happy Valley began with NRA member Wm Henson who started target practice on his farmstead near Happy Valley in 1895. Rifle range owner/operator George Fenton donated land for a rifle range and also provided ammunition and targets for use by members of the Gifford shooting club which then meets at Fenton's home each month. On October 1st 1907 Charlie Stephens opened his first gun shop called "The Gun Shop" at 221 S Main Street which became known as "Happy Valley Sporting Goods". Stephens operated this store until 1949 when he sold it to Rufus Norris who operated it until 1970 when it was sold to Eugene Lapp who remodeled it into what is now known as "Lapp's Sportsman". From 1971-1994 this store was owned by Don Neuman before he leased it back toNeuman's son Scott Neuman who operates it today (February 9th through December 15th). In 1975, NRA member Earl Gregg established a 100 yard Targets course adjacent to his hunting ranch named "The Range" after seeing an advertisement for meetings held by the American Rifleman magazine alleging that all ranges were closed due to lack of membership dues so Earl set up targets on his property using materials collected from local businesses including hardware stores, lumberyards and restaurant customers during their hours of operation. After successfully holding its first meeting at Gregg's ranch there were subsequent meetings held at other locations including 10 acre property donated by rancher Denny Chambers next door which became known as "Chambers Target Park". On January 25th 1978 Marv Hill opened her own gun shop at 6200 NE 146th Street which became known as "HappyValley Shooters." Hill operated this shop until 1984 when she sold it to Dick Tingey who reopened it under his current name ("Tingey's Gun & Ammo") February 9th through December 15th since 1994 until 2018 where Tingey has left gift sales operations behind him becoming a one room convenience store with counter service only (closed November 27th). Today firearms enthusiasts from around Oregon come together annually during Valentine’s weekend or sometimes throughout late winter or early spring for various target shoots at Chambers Target Park located just east of HappyValley off State highway 97 about 8 miles south of Springfield OR 83 miles north of Portland OR 45 miles west of Salem OR 7 miles northwest of Coeur d'Alene Idaho) . These events attract shooters from all over Western Oregon along with people interested only in target shooting providing there is enough space available within Chambers Target Park . Attendance averages around 150 shooters per year with most Saturdays averaging about 30-45 shooters . There are often several different classes offered such as Hunter Safety class(HSP), Basic Pistol class(BPC), Youth Trap class(YTC), Archery class(AO) ,and finally Master Marksmanship class(MMM) during each shoot session offering unique challenges and opportunities for participants both old hands andnovices alike

The population exploded and businesses opened up throughout the valley. One of the most famous aspects of Happy Valley during this time frame was its annual rodeo which attracted large crowdsourcing money for local charities
