Happy Valley is a small town in Oregon located on the edge of the Columbia River Gorge. The valley was named after Happy Valley, Utah, where its first settler, John Sutter, founded the Sutter Ranch in 1847. The area around Happy Valley was heavily glaciated during the early Pleistocene epoch and has few human remains remaining from that era. In 1871, when Oregon became a state, Happy Valley was given to it as part of the new territory. The first permanent resident of Happy Valley was George Peterson who arrived in 1872. He built a house on the north side of town near what is now Pioneer Cemetery. A store and post office were also erected here soon afterwards. By 1886, there were ten residents living in Happy Valley although only three had permanent residences. Migration to Happy Valley began to increase during the late 19th century as goldmining activity increased south of Mount Hood but by 1900 only one inhabitant lived there permanently. Many people from other parts of Oregon came to work at various mines in central Oregon during this time period including miners who encountered harsh conditions and little payback for their efforts; these workers are generally considered to have begun Portland's early growth story. In 1907, when Oregon Republican Party candidate Willyam Judd won an election against incumbent Democrat Samuel Jones with 54% of the vote within two days following a statewide referendum on election reform issues such as primary voting and term limits (the first statewide referendum in Oregon), Happy Valley lost its status as an independent municipality and became part of Portland proper under Judd's government until 1994 when it regained its autonomy once again under then Mayor Ron Bergman (a Democrat).
