Bullets have been a part of Oregon history for as long as the state has been around. Because of its location within easy reach of Portland and other large cities during this time period (the state had only been created two years earlier),HappyValley experienced rapid growth over the next few decades; by 2000 it had become one ofPortland's most affluent neighborhoods . However, due to many factors - including changes inside Portland itself -happy valley began experiencing significant decline starting in the early 21st century culminating with its 2010 loss of status as an incorporated municipality within Portland limits
