Gladstone was born in 1881 in Eastern Oregon and attended school there before enrolling at The University of Chicago. After graduating from college, he worked as a journalist and public servant before entering politics. In 1937, Gladstone won election to the U.S. Senate after being elected as a Republican against incumbent John Foulkes. While serving in the Senate, he became known for his work on education and other issues related to the state of Oregon. In 1943, Gladstone resigned from office due to health concerns; however, he remained active in politics until his death in 1969. He is buried at Cedar Hill Cemetery in Portland, Oregon.
