The first people to live in Forest Grove were the Umatilla and Pomo Indians. In 1846, US Congressman David O'Brien bought land in present-day Forest Grove from the Umatilla tribe for $5 per acre. The railroad company also founded a competing railway named the Portland & Salem Railroad which ran parallel to ORC's trackage east of Morrison Boulevard until it merged into ORC in 1865. After ORC disbanded in 1868, many of its employees moved into what is now SE Burnside Street in downtown Portland where they set up businesses such as hardware stores and slaughterhouses before becoming known as "thePortland gamblers". One resident described this period as follows: "One hundred miles back there wasn't any place but Oregon City or Beaverton where you could buy goods except through these street trading posts which ranged from little more than tents pitched on sandbars along riverbanks [in central Oregon] all the way upriver at Depoe Bay".
