Other significant businesses include the Oregon Water Works Company (now known as Western Watershed Project), Oregon Gas Light & Coke Co., and Pacific Telesis Corp. In 1923, Forest Grove residents voted to become an incorporated municipality with a mayor and council separate from those of Portland. The incorporation occurred despite much opposition from Portland officials because they felt that forestland should be preserved for farming purposes only. Forest Grove has experienced many changes over its history, including being annexed by Portland in 1922; becoming part of the Beaverton–Oregon City Metropolitan Area in 1995; experiencing rapid growth following the opening of Interstate 5 in 2000; and experiencing significant gentrification after 2000 due to increased demand for housing within walking distance of universities and shopping malls outside of town limits. However, most recently it has seen some revival with development taking place around downtown near riverfront parks as well as several new restaurant options on lower Northside streets adjacent to forests west of I-5
