On February 14, 1862 Governor John Taggart approved an act establishing Lane County with a population of 397 men under two commissioners appointed by him—George Wrightclerf (a wealthy businessman) and Wm Halsey Shively (the son-in-law of congressman Cornelius Vanderbilt). This Act created one of America's first counties system In 1865 local settler David Hamblin platted what became downtown Eugene on land he owned northeast from present day Pioneer Square/Downtown Municipal Building: bounded by First Avenue Northeast to the east; Congress Street Northwest to the south; Third Street West to the west; Union Street Southwest to Superior Street Southwest; Broadway Northwest bisecting it from southwest corner until just past NE Fourth Avenue where it turns northeast then continues northwest cornerwise along Superior Southeast into Downtown Eugene before turning abruptly back due north along Broadway Just past NE Fourth Avenue into Boulevard Park across from Denny Stadium where it meets Government House Place about 1/4 mile SE corner thence northerly continuing under current Boulevard Park name until reaching IH10 bridge about 3/4 mile SE side opposite shoulder Interstate 10 motorcade route starting from this spot

Eugene, Oregon was founded in 1859 by Jedediah Smith. The city's first post office was established in 1861. Eugene became a U.S. city on March 15, 1893. The city's first store was opened in 1865 by Wm. H. White and the present-day downtown is built on the site of the original white settlement which developed around the Willamette River west of downtown Eugene
