It also barred anyone under eighteen years of age from owning any type of handgun not registered with the city government. Additionally, this ordinance prohibited students at local colleges and universities from possessing handguns on campus while they were enrolled in school. The Gun City moniker began to take shape after World War II when Eugene experienced an increase in gun violence courtesy of the proliferation of machineguns and other large caliber weapons used by military personnel stationed in nearby interstate highways towns such as Portland and Salem (now Salem). These high-volumefirearm events led Mayor Edward Condon to declare October 1st as "Gun Day" in memory of those lost during World War II. In response to this increased crime rate, Eugene amended its law enforcement regulations again in 1951 decreeing that all citizens must produce their license when requested by police officers for inspection purposes only; no arrests could ever be made based on noncompliance with this rule.
