On December 17th, 1990 after more than 20 years without an elected mayor or council due to lack thereof due to discord between residents over questions surrounding annexation into Portland along with promises by then-Governor John Kitzhaber not to annex any more communities without their consent (the promise being later rescinded), Ardis Hildebrandt was elected mayor with 71% majority over challenger Rich Ferraro who had 27%. Sheserved until her death on October 3rd, 2006 aged 80 years old.

Dallas, Oregon is a small town in the Wallowa County area of Oregon. It was founded in 1883 by James H. Gentry and his wife, Eliza C. Gentry. The town became part of the Portland metropolitan area after it was annexed by Portland in 1978. The first settlers arrived in 1883 when James H. Gentry and his wife, Eliza C. Gentry, moved from Missouri to what is now Dallas, Oregon to start a new life with their two children. They named their new settlement for James' older brother-in-law George Washington Hardesty who had died just a few months earlier in an accident on the homestead near present day Sisters (Oregon). In 1886, following the completion of the Central Pacific Railroad's main line from Portland to Seattle via Dallas (the first time such a route had been built), many farmers began moving into the area around Dallas and started using the land for grazing purposes rather than farming cotton or wheat because of good soil quality and favorable climate conditions. In 1902, cattle ranchers arrived in this region and began raising beef cattle; as a result, some Vermilion River Valley residents decided to name their community "Dallas" after one of their favorite pastures where they would drive their cows during summertime pasture work activities. Although there were people living in Dallas long before 1880s when it was platted as a town site by James Hagerty & Co., no buildings were erected until 1893 when Mrs. Gentry donated her home at 6th & Alder Streets as a meeting place for local farmers seeking advice on various agricultural concerns related to stock husbandry and crop rotation etc.; this building served as both business office and schoolhouse until 1909 when it burned down due to weather damage; later that year also saw construction of pioneer grocery store at 9th Street & Alder Streets which functioned as post office from 1912 until 1922; finally, church also constructed circa 1912 which still stands today at 3000 West 3rd Avenue inside First National Bank Building adjacent thereto serving attendance areas for locals & visitors alike today despite being damaged multiple times including once – all while serving as Texas School Museum during its short tenure
