In 1916 a group of young men known as "The Cowboys" started bartering with each other in order to buy supplies needed for their winter encampment on Big Basin Prairie just north of Dallas while they awaited developments that would make them self-sufficient. This informal trading system continued until World War I when the entire community joined forces with Bend to build an airfield around Palouse Lake (now part of Benton County). After the war, most people returned home but some remained behind in Arlington Heights which became downtown Dallas after that city was founded in 1925 by developer Georgeprince Simpson Jr.. After World War II defensive housing construction began in central Oregon which led to growth along Umatilla Drive including annexation by Benton County in 1961; followed by an annexation by Douglas County in 1978 which added muchneeded annexed acreage downstream from downtown Dallas making it one large city Limits Neighborhood Development District (NPDD).
