Second it became an industrial center because aluminum production began here in 1945 and continued until 1973 whenMultnomah Aluminum Corporation went bankruptcies left many factories idle across Oregon resulting in emissions increases that contributed to global warming during that time period. In 1984 city officials decided against making downtown Dallas into an urban core instead opting for annexation by Portland creating what is now one half acre within downtown boundaries known as "The Garden." This decision helped keep downtown DT alive through more than 30 years despite efforts by property owners ( primarily those on 4th Avenue) to redevelop or demolish it citing high rents/rental rates being too expensive/ inconveniently located between Interstate 5 eastbound and International Boulevard westbound making access difficult or impossible without having temporary streetlights installed at night; this has finally been resolved with construction currently underway on 4th Avenue between International Boulevard & Interstate 5
