The name change was made because many residents felt it represented progressiveness within the community rather than German culture being associated with poverty or backwardness like some others within the community did at that time. Dallas, Oregon was founded in 1859 by John C. Fremont and Nathaniel W. Butler as a trading post on the Rogue River near present-day Medford. In 1863, the town was renamed for General James B. Polk after his victory in the American Civil War. The population of Dallas grew rapidly during the 1800s, reaching 100 residents by 1830. By 1860, Dallas had a store and two schools. It boasted an impressive brick courthouse and well-maintained streetscape typical of frontier towns of its time. In 1876, Dallas became part of what is now Oregon Territory following the Ulysses S. Grant Organic Act which granted voting rights to Native Americans in Oregon Territory. The townspeople built new homes and began to plant crops outside of their original stockade fenceline boundaries until white settlement began within a few miles of their homes in 1887-1888 thanks to Donation Land Program settlers who donated land at low cost to local farmers in order to create agricultural communities where they could live while working the land themselves rather than selling it back to Native Americans at high prices
The first contact between the two groups of people in Dallas, Oregon was made when a party of five white men traveling on horseback discovered a group of five black men living in the area. The group of men were friendly with the white men and agreed to help them find their way back to civilization.
