It served as home to various government officials during both Reconstruction days following Civil War until 1865 when it became part of Multnomah County; later becoming part of Salem Municipal District #2 until it regained independence in 1903 when Multnomah County was reorganized into Tillamook County under Governorpartiality order No. 2 passed by Ulysses S Grant on December 10th (1872). The primary industry that developed around Cornelius during this time period were transportation connections between Oregon's remote frontier towns - many located east of Willamette River - with supplies coming downriver from Eastern Washington via stagecoach routes over high mountain passes through central Oregon . After World War I there were large-scale railroad expansions through central Oregon , culminating with construction of the Transcontinental Railway linking Portland with Seattle via Bend in 1921 which created significant new economic opportunities forCornelius specifically but also eastern Multnomah County In recent decades there has been continued development associated with trucking , telecommunications , real estate development – particularly along I-5 corridor –and now some tourism activities
In 1881, Cornelius was founded by John W. Bartlett and his wife Anna. The town was named for General James K. Polk, who had died in 1881. The town population was about 100 people in 1881.
