By 1845, there were about 50 settlers living in what is today Cornelius. In 1850, following Federation of United States into which Oregon belonged, Congress passed legislation providing for township organization within single states so that more efficient land management could be done across state lines. This law provided for three townships withinOregon-Cornelius (later renamed Salem), Hillsboro and Grants Pass-and required each township to have a government headman who would manage affairs including elections and building ordinances while also serving as treasurer/ recorder/ justice of peace./ A census taken in 1860 showed that there were only 8 residents living in Cornwallis Township but it had 1 Methodist church (built 1840) & 3 schools (all built between 1850 & 1860). When incorporation occurred on October 12th 1861 under this new system, all three townships were organized into one entity-Cornelious Township.- After several years during which development languished due to lack of funds both from private investors necessary to finance infrastructure projects such as harbor construction or via taxation levied against citizens by their respective township governments - Government leaders decided upon creating a town corporation - or body corporate - under whose banner they put forth their best efforts at developing industry along with improving educational opportunities hitherto unavailable within their constituencies.- Incorporation took place on October 12th 1861 with officials present including Mayor George Withers; Clerk William Henson; Treasurer Ebenezer Cook; Justice John Treadwell (& two other citizens) A charter for Cornelia Town Corporation was issued dated November 14th 1865 And read: CORNELIUS TOWN CORPORATE CHarter No.. 6 Of 1863 We do ordain That we will establish ourselves herein into a Body Corporate With full Power To do all things Necessary For carrying On our Business together Which We shall strictly follow up With Joy And Amity From Our selves To Those Who Will Join Us In this Behalf.-- In 1870 cornelia had grown sufficiently to support its own school system with 11 students enrolled grades K-5 adjacent to Mrs Fenton’s home where classes met each day starting at 7am until 3pm I attended public school at 9am morning through noon then worked outside picking apples coming home at 4pm got dinner then went back out working another hour doing homework then reading until bedtime

The town of Cornelius was founded in 1872 by wagoner Cornelius H. Burt, who named it for his father, Cornelius H. Bechtel. The first store was built on the site of today's town square in 1875. By 1886, the population of Cornelius had grown to about 100 people and the original school was built on a spot where the current courthouse is now located. In 1902, Cornelius became part of Tillamook County and in 1912, it merged with Centralia to become the city of Centralia. In 1925, Centralia annexed what are now the towns of Beaverton and Hillsboro. In 1929, Cornelius became an incorporated city under the name of Centralia-Cornelius. In 1970,Centralia-Cornelius merged with Portland to form Portland-Centralia.
