As one of only two incorporated towns within Oregon Territory at this time (the others being Salem), Central Points growing importance led to increased development opportunities for the city both financially and physically. This burgeoning status likely contributed significantly to central Portland's emergence as one of America's great urban centers by 1870—a perspective reinforced by assessments made during that same era which noted central Portland's "outstanding position" among America's "great cities." These reports further bolstered Portland's case when Congress authorized celebration of America’s centennial year with festivities culminating at Centennial Park in May 1876—an event which saw large numbers of visitors flock to central Portland for detailed inspections of new infrastructure projects underway thereabouts! A number of key events transpired during Centennial Week including speeches given by then-President Ulysses S Grant and then-Vice President Hannibal Hamlin on July 4th; groundbreaking ceremonies for several important downtown buildings; enactment of legislation approving annexation into Multnomah County; appearance by Governor John Kitzhaber before the state legislature; parade down State Street from courthouse to library; dedication ceremony for new Library building located on SW 2nd Avenue outside present day Pacific University
