Central Point is one of the most significant cities in Oregon. It has been a community since 1851 and was originally known as The Dalles. The city was founded by Captain George Vancouver and his wife, Mrs. Joanne Woodward, on the site of an old mission near the confluence of the Willamette and Columbia Rivers. The first permanent settler in Central Point was John Day who arrived in 1853. He built a cabin on what is now State Route 97A. day's Cabin soon became a stop on stagecoaches travelling between Portland and Seattle. In 1865, Colonel James Waley established himself at Central Point with his family. Waley had come from Illinois to become a land speculator in Oregon and he decided to establish himself in this unique situation because it offered him complete control over all the development around him, including education, transportation and trade opportunities for his people. Waley laid out Central Point on principles that would guide the town for many years: lay out streets parallel to each other so that drainage could be taken care of easily, use straight lines for roads instead of curves or turns, keep buildings close together so they could be used as stores and homes, provide public services such as schools and hospitals within easy reach of everyone, encourage thrift by setting up Stores-on-the-Green business model where shoppers could buy goods while shopping inside store districts (later called “ringside” shopping). During its early years Central Point struggled against prejudice but eventually assimilated into local society; however some traces of white supremacy remain today among some residents which have led to occasional clashes with minority groups like African Americans or Latinos living in the city limits
Central Point was founded in 1884 by James W. Baird and his brother, John C. Baird, as a station on the Central Oregon Railway. The brothers developed the town around their farmstead and small trading post, which they named Centralpoint after the point of sale for goods on the railway. In 1902, Centralpoint became an incorporated city when it was laid out by Mayor Burt O’Neill. The city's first mayor was J.D. Dowling who served from 1903 to 1907. The Central Oregon Railway closed in 1951 and local industry declined until the arrival of Interstate 5 in 1964 gave Central Point new life as a bedroom community for Portland residents commuting to work in downtown Portland or other nearby districts. The population of Central Point peaked at about 452 in 1980 but has since declined modestly due to various factors such as suburbanization and a lack of economic incentive to stay in town during times of drought or high prices for natural resources such as timber or water. However, recent efforts by City Hall (through Community Development Block Grant funding) to revive central point have led to some resurgence in property values and support for downtown development projects that could bring new businesses and jobs back into central point while preserving its historic fabric
